Devices are Galaxy S2 or Samsung Tab2.

I guess that was part of my question that I didn't write properly, how would one turn the hotels wifi into a hotspot? Is there an app or another device designed for that purpose? Thanks for the info

Also would be interested in a prepaid Sim card that would work down there....

Nope, Wifi hotspot hardware/software doesn't work that way, it is not a Wifi repeater.

Most "for pay" Wifi connections(like the one at Temptation) require you to log in and then lock that connection to one single device. So even "if" you had a Wifi repeater you would still be unable to log in/share that connection with additional devices.

Yes you can't use your phone or laptop or tablet to "repeat" the hotel wifi, it only works with your carrier 3G Or LTE as the data source.

As for the TTR wifi, yea we bought a card for some reason I can't remember now, and where we were, it sucked. (2107). But a friend with us in nearly the same area said his worked great. (2237?)
