"• Avoid taking photos or videos in public areas." these are the hotel rules, which I get, have been to plenty of resorts like this to know the rules. But here it seems anything goes, until you spot yourself in a candid photo or call someone out for taking photos, with out "your" permission where you might or might not be in the photo. I assume its ok to bring my camera\iPhone\iPad\video camera?

Sure you can bring it but be respectful of what you take. If you want to take someone's picture ask them first. Respect the house rules of no pictures of the activities. Everyone knows what a creeper is and how they act. Don't do that.
We have been visiting TTR since 2006. Every 4th person has a camera or device to take pictures. If you do not want your picture taken while you are doing something you are embarrassed about I would not do it.
Right, why would we want to foster a safe environment were people could feel free to let loose without some idiot taking their picture and posting it on whatever web site they feel like? Unfortunately if I catch you taking my wife's picture in the sexy pool without her consent you'll be out the cost of a camera as the rules clearly state not to take pics. Oh maybe you're right, who cares about the rules anyway, let's ruin it to the point nobody goes topless and nobody does anything risque.
Well .. If I see someoneone taking picture of me without my permission I wasn't top less.. But if I was.. I will just take his camera and throw it on the sea mine is waterproof, I brought it one time and was to take picture of Ben in the pool .. =) .. But seriously.. At least after the first time.. I don't think i'll need to camera I prefer to pass some quality time with people than take picture of people I don't know !!! i'm thirsty now !
Common consideration of other is what it is all about. If you enjoy taking photos of your wife, then by all means go down on the beach early am or pm when the lighting is great and enjoy the erotic time together. We have developed a serious hobby from this and do this every time we are at TTR and never had an issue not respecting another individual or couple by taking their pic. We go out of our way to be sure it doesn't happen. You should not be worried about some pervert that is over your shoulder snapping away with his camera. If you are that much of a pervert, then come see me and I will give you a few dollars and you can go buy a Hustler (your life must really suck). People at TTR are there to relax and enjoy themselves. Most are living out their "Spring Break" that they never had due to life hitting them head on and now after years of busting their ass can enjoy what they have worked so hard for. Take away the discretion, privacy and respect for others and you might as well be at the hotel down the road in the hotel zone. "Everybody knows you, you are nude on the Internet" will be the new slogan. It is all about respect. You respect my wife and me by not taking pictures w/o asking first, and I will respect you by not tossing your camera in the pool, ocean or sand. Now where is the bar!!!
