I reached out to the resort, and they are only operating at 30% capacity after reopening. Will it still be fun? We have never been, and we want to get the full experience our first time around. We don't want the resort to be dead since they are only allowed to have 30% capacity.

It all depends on who the 30% are.
If many of the “fun” people it could be a blast.
If a bunch of “duds” it doesn’t matter the occupancy it will or could be a dud too.
The fun though really depends on you and your activity.
You cannot rely on others to make your fun.
If everybody does their part it can be an epic trip.
