No, security is fairly lax for brief and infrequent wardrobe malfunctions and there's usually not too much security at the restaurants anyway. It's all about the laws of indecent public exposure in Mexico in case they were ever raided (which has never happened but they don't want to risk getting fined or shut down). So if the wind blows your top open now and again it's not as risky as if your wearing a completely see through top, being that they can argue that you were not dressed inappropriately when they let you enter Bash or wherever...
