Sam here. I would agree with you with one added point. Yes, after about 10 minutes, the boob are no big deal, however, if suddenly all the boobs were covered up, after about 10 minutes, TTR would be just another all adults resort in Cancun.
We invited some friends after we had been there twice. When Him and I were talking he was worried about getting boner with all the beautiful topless women around. I told him to just get in the water and in about 1 hour you wont even realize the girls are topless. They have been back with us for our last 3 trips.

That is very true. So the freedom the ladies enjoy at TTR to just be themselves actually helps create the friendly atmosphere that we all love. Then it would just be another "me-to" resort in Cancun where guests interact with each other far less. Interesting
I guess we’re in the minority. We (yes wife included) notice the beautiful boobs every second of the trip. No de-sensitization here - it’s why we go. Wife loves to be topless. It never gets old. If they stopped that option we’d forfeit our membership.
