To apply for a change from FM3 to FM2 you would go to the online application page, click on "obtener residencia definitiva en Mexico"; then, click on "cambio de calidad de no inmigrante a inmigrante"

If you'd like a second opinion on your paperwork, bring it by and we can look it over together. Getting everything in order before setting foot in the INM office can make a world of difference, I believe: expect it to take five to six weeks, if it is.

Looks like you're referring to number 1, and 3 from the quoted portion of the new law. _______________________ *The main uncertainty, at this point, is in whether they'll credit time served in an FM3 status in the same way they will credit time served in the Temporary Resident status that the new law refers to. Does anyone remember the difference in costs between FM3 and FM2? Is it the same deal when applying for jobs - I would have to do a "cambio/extencion de actividad", just like with the FM3? In a bit of a situation, as the company still hasn't fixed my FM3 for me to work, and my FM3 runs out THIS Saturday(Friday, as I think INM is closed during the weekends...). The lawyer insists that everything is "ok", yet I cant help to get a bit nervous as Friday is rapidly approaching, hahaha.
@Rawkus: can't remember the exact amounts, but the FM3 is around $2100 while the FM2 is around $2800 each year. You might have to register with the Registro Nacional de Extranjeros, which is another $800 or so, but I'm not sure on that. INM told me (take their word for what it's worth) that with an FM3 you need to obtain permission from INM to work or change jobs/status, but with the FM2 you only need to keep them informed and up-to-date on where you're working.
Gringation: Thanks! I think I paid some 1300-1400 for my FM3 last time. The change(exstencion de actividad) alone runs me 1300, so getting rid of that element would be GREAT, haha. Cant wait for the new visas, so one doesnt have to get a minor heart attack every year.
