Are you sure you are looking at the "official" hotel site (www.temptation-experience.com)? I cannot find that language on the site. When first re-opened, all tower guests did get butler service but that changed long ago. There are many third party sites that are made to look like the official site and I suspect you might be looking at such a site - and thus are looking at an outdated description.
