If you book that will make 16 and might encourage others to book if they too are worried about low numbers. We have more than 3 weeks to go, so plenty of time and the hotel usually send us quite a few in hotel sales in the few days leading up. If the cruise does get cancelled then you can either switch to a different date or have your deposit refunded, so there's zero risk
