Since the pool upper level is set by the height of the drains and there is no easy way to change that, there is one other easy way to change the water level. What about installing a plastic decking in the pool bottom? If not in the entire pool then maybe select areas. I know this might cover up the lady in the bottom, but so does the cloudy water that persists all day. And I would rather see the ladies at the top of the water rather than the one who never leaves the bottom. And while they are at it adding a soft pad to the top of each bar stool would be a welcome change as well.
