Sometimes you can use the fact that a certain person is a foreigner. Do you know if he has a Mexican residency of some sort, or if his FM2/3 is connected to his former job? If so, and he doesnt work there any longer, he should be an illegal. My old neighbor owed me some money, not much, 3000 pesos, and promised to pay it back, time after time... I knew that she and her daughter were struggling(the daughter being the only one to work..), at least thats what I thought... They seemed to go out to eat daily, and always returned to the apartment complex with shopping bags, full of stuff. She avoided me(living one floor beneath..) for several months. I knew since before that she was here illegally(Argentinian lady) so I gave her a simple choice: Either pay me or the dirty INM will come knocking. 1 week later she gave me the money and then they left the flat. In your case, I dont know if he broke the terms of the contract and also, him being a "drunk/druggie(?)" might NOT be the best thing to threaten with INM. Im just saying that sometimes its a great advantage of the person being a foreigner - the pressure you can put on him/her/them will be far more than on a local. I for one expect foreigners, living and/or visiting another country, to behave. I hope you can kick him out sooner rather than later. Good luck
