I should have clarified. Not available as in "those rooms are blocked out and you can't generally book one". I know some who book way in advance may snag them before the blackout, but otherwise, my understanding is you have to be a guest of the promoter to get a tower room. MochaFest, while buying out a block of rooms, doesn't take all of the Tower rooms for their event.
