Hm I think they take more money from americans or so. I paid for Taxis never more than 50 Pesos, (Downtown to Dos Playas) or 30Pesos (Party Zone to Dos Playas) I had never problems in the Bus, i gave the driver 4-8 Pesos and it was on every time enough. Luckily i wasn't robbered or so. Had a nice time in Cancun and don't paid to much tips.
