With Telus you can send and receive texts for only .60 each without adding any package to your account. That's what I do, it never ends up being more than $20. I don't make calls but they are only $1.50 per minute, again without a package. When we're on vacation my phone is primarily an alarm clock so we don't sleep through the fun at Paty'os while having an post sexy pool nap lol.

The drug cartels are mostly in the north border towns. Cancun is pretty safe. Just use common sense. when traveling especially at night.
