Has the resort been notified? who owns the machine, the resort? if so, this doesnt sit well with the appearence of security ....
Fortunately, when we went to use it on May 21st it was down. We used the one across the street, next to the cambio place, and all went smoothly. Even their fee was reasonable.
We used the one across the street too, but did not feel safe with that one, it has no privacy and weathered. And some local guy harrassing you to buy Shit.

There's a major bank ATM (don't recall the name) outside the small convenience store that shares the parking lot with TTR (same side of the street as TTR). It's not inside the store but around the corner. I believe it even allows you to withdraw dollars or pesos.
I have reported it twice now. Once when it happened in April and again when it happened more recently. As expected the reply back wasn't very helpful - explaining it was a world wide problem and that all cards are insured against this, contact the bank etc. Not much more I can do I'm afraid. The thing that bothers me is that access to the hotel is very strictly controlled. No one is allowed in without a bracelet except staff. It's not a like a random ATM machine in the street that anyone has access to.
We both had our debit cards with us back in june but never used them and sounds like we are glad we didnt. I think next june we will just bring extra cash with us in case we need it and just leave it locked in the room safe. It is ashame though that good folks come there and most all are kind enough to tip the staff generously and you cant put trust in the resort management to catch what is most likely one bad egg somewhere in the resort staff stealing peoples card info and trying to clean their bank accounts out.
