    I'm assuming if there is Federal money involved, then there is a way to make it happen. Fudge the numbers all you can, get the money, and roll the dice, if and when an audit ever comes.

    Speculation? Sure, I'll give you that. In my years of watching the way powerful use any means possible to get a result, then like I said, they will find a way. I really don't think 1+1 always has to equal 2, if the penalty is less than the reward.

    Or they could just answer it like this.

    I think being dubious of government and the intentions of whatever higher power institutions is really healthy. So I like what you're doing. It's a thought exercise we're able to perform without any negative repercussions. Many places in the world that is not possible and it shows how little power the people have.

    This is really hard to do, but I try to start with a null hypotheiss, instead of starting with my own opinion. Then ask questions, until I think I know what is happening. In this case, I think we've peeled back a couple layers already. We and/or everyone else might not understated the purpose of the metrics or the exactly the way they're aggregated. Every metric was built to tell a story, id like to know the source of the metrics and ask what story they're trying to tell me before I start to tell my own.

    It my case it probably be butcher paper (I use that more).

    And yeah, I am pretty sure you can't buy tin foil anymore.
