Here in BC Canada most towers are the same. Concrete and rebar, I have worked on many towers 20 story+. We are on a fault line here as well.

Worked on project in Vancouver in my concrete days. 2 towers, 39 floors, 39 weeks to complete the concrete. So yes, its possible.
