Probably the same reason that the two perpetrators of much of the financial crisis were never made accountable. The two I'm referring to are Chris Dodd and Barney Frank. They are the two that engineered the plan that forced banks to lend to people who were not credit worthy. Their plan was well intended but it literally put poor credit risk individuals into the mortgage market which was a major reason for the housing collapse. Bottom line is that instead of prison both Barney Frank and Chris Dodd draw their extremely generous pensions courtesy of the taxpayers. In the US the last thing politicians want is accountability.
