Yeah, the Raiders are the obvious choice for him. Anybody would be crazy to pay more than the veteran minimum for him. I'd pay the minimum and then load his contract with incentives that are based around other players performances and team goals. No personal incentives whatsoever. And then warn him that he will get one warning and then be cut immediately without discussion on second infraction. The guy's a good receiver but doesn't improve a team even a little bit.
