It's Mexico. Stand on the beach waving a 200 pesos bill above your head and repeatedly yell "El Gringo con Pesos!!!! El Gringo con Pesos!!!!" You won't even have to go to the market. They'll bring the market to you.

Yes there is Market 28 but be prepared to be hounded, there also is a huge mall called Plaza Las Americas. If you go out of the hotel and cross the street and take the bus it will take towards Coco Bongos there is a mall and shopping there as well.

Take bus, go to market 28, just remember the walking direction you take, bus drops you 350 meter away from market. Tell bus driver you want to go to market 28, and he will help you, otherwise ask any passenger and they will tell you where to get down. It is only 10-15 min ride. Once you get down, walk towards the market. It is very safe, no one will haunt you, definitely negotiate. If he is not flexible on price then be ready to walk away. They will call you back, if not then there are hundreds of shop there in market. I guess you need to take bus R2 or R13, but make sure, ask security guard outside TTR. Mall is another option but it is expensive. Also shop owners loves American dollar, you can pay in dollar too, but make sure you do right conversion. Or negotiate in peso and when negotiation done then you can push further and decrease price offering in equivalent dollar amount.

or take the ferry to isla mujeres and there is lots of shopping over there... And rent a golf cart for the day for $50 and explore the island.

I think Market 28 is fun for all the local flair. However if your looking for silver jewelry. I would suggest the gift shop at the TTR as they have competitive prices and are trustworthy.
