Member generally means someone with a paid Premier membership. referral generally means someone who is visiting on a referral from a paid member and who agrees to attend the membership presentation.
They have name brand stuff for regular guests too, but obviously, anything on the list for members list isn't technically available. The way they decide what is premium too isn't always price point driven. For example, Fireball is a premium drink. I am not sure if anyone has a full drink list for non-members/non-Referrals. My general advice is if you are extremely brand specific, it may be worth snagging a bottle at duty free or the liquor stores by the resort. If you aren't, then you should be fine as the general liquor selection is pretty decent.
