I wonder what you are supposed to do if you had the Permiso prior to June 11, 2011 and a deposit was not requred. Is the notification to Aduana upon renewal of FM2s and FM3s only for purposes of the deposit? If so, it seems as this does not affect those of us who were not required to pay the deposit.
I am remember, the deposit was always "on the books" but it was not enforced. I simply paid the $400 peso (or whaever) fee for the permit and was on my way.
    Do I have this right?

I am hoping you are correct, TJ. I just renewed my FM-2 and the old law states that a permiso is valid as long as the FM-2 (or FM-3) is valid. There is no need to get a new permiso just because the expiration date on the document has passed.

I know that some of you people renew your permisos every year, just to avoid hassles by the Transitos. At first I thought this might put a squeeze on that, since $300-400 USD is not chump change. But since you are credited when you turn in the old visa, I guess that all you would lose, is the difference in the "buy" and "sell" rates.

Interesting that the fee is in USD but they immediately convert it to pesos.
