I would be curious as to what "STANDARDS" for emissions they may apply.???? Whenever i am in Cancun - I see vehicles which should not even be on the road any longer....!! And a ton of the old VW Beetles which are air-cooled and just belch out smoke.. So many of the vehicles I have seen on the road lack headlights - tail lights - fenders - and with no muffler at all.....!! My suggestion would be to start - NOT WITH EMISSION STANDARDS - BUT - safety standards.....!!!

I think it's a good thing they are going to have verification centers so the people with no muffler etc. will have to fix them in order to pass the test. It's a step in the right direction. Hopefully next they will implement safety standards as well along with compulsory insurance so we can get all the ignorant b*stards off the road.
