I think it's really hard to know whether you're getting the true local rate or not Recently while staying at a place that always gives a nice low rate in low season asked me at check out what I'd paid for my room (I'd paid 650 pesos at check in but a clerk had crossed that out later and wrote "550" in its place) It turns out that all this time I'd not been paying the absolute lowest rate available to those with documentation that they live in Quintana Roo The young man with whom I'd dealt saw a chance to pocket 100 pesos and took it! My benefit from his wrongdoing was to discover I was entitled to an even lower rate than I'd been routinely given!
Sounds like someone in authority smelled a rat. Did you get your $100 back? If not, you are still ahead in the long run.
