In April of 2008, I got a DWAI (similar to a DUI) after more than 30 years of a perfect driving record. Even though I am a first time offender, I'm required to have an interlock device in my car for some time.

My driver's license makes this requirement clear (restricted license). I was in La Paz last week, and asked an experienced car rental agent about it. He clearly understood what I was talking about, and said that the restriction doesn't apply in Mexico. I also today called a US based attorney who specializes in these things domestically, and he said that it was "highly unlikely" that it was enforceable in Mexico.

Since I spend about 20 days a month in La Paz, it would be very helpful if any of you know what the rules are in Mexico?

There are no rules in Mexico. Forgetaboutit. I'd be more worried if you had one. The cops might try to throw a phony DUI at you so they can extort money from you. You ain't in Kansas any more!
