Sounds right. www.cbp.gov/xp/cgov/travel/vacation/kbyg/paying_duty.xml Of course you could bring more but it would be up to the CBP (Customs Border Patrol) Officer whether they want to enforce you to pay duty on those above and beyond the 200 cigarettes each (400 total). Don't smoke so I'm not sure how they act with regards to cigarettes, but when I lived overseas, I used to bring copious amounts of alcohol back from Europe (above and beyond the 1 liter duty free, which I thought was 3 liters at the time) and was never charged duty. But that may have been some professional courtesy since I was a military member at the time.
