This incident was talked on here before , and started up a great camera debate ,, their always fun . Bottom line is the beach is public area and they have a right to be there
What is the big deal ? Every European beach from Portugal, Spain, France, Italy Greece and many others has topless people visible on or near the promenade. End of story.
Here's another thought. Being topless on the beach is completely legal and allowed on the public beaches in Mexico. It's US Americans (for those of you lovely readers are American, too) that seem to need to learn to grow up and out of the perspective-problem that boobies are somehow harmful.
I never considered it a problem. I just thought it was funny and for the record I'm pretty sure being topless is actually illegal in Mexico on the beaches but is not enforced.
