Padrino's, on Av Tulum, just above Av Coba, and La Taberna, on Yaxchilan, are both places where you can find some expats hanging out. Some of those you could meet have been here for more than a decade, some two or more. T.J. can occasionally be found at Padrino's on the WEs; and, Fridays, at La Taberna, Scott can almost always be found after 8 PM: both enjoy making themselves available to new people, and filling them in on life in Cancun.
Sorry to announce that El Padrinos has closed. And the other place is La Taberna on Yaxchilan. The Friday part is the night that you can always find ex-pats there.
I';m out Friday night and probley down Yaxchilan would be great to meet some new English speaking people. Only thing is will not be there untill midnightish.
