Decent Free Photo Editor?

Anyone have a favorite? I want to upload some pics from our December trip but need to strategically place some stars or smiley faces to cover up a few spots. I know there are peeps on here that have done it, but I'm not having any luck finding a free downloadable program to do them with. I have an app on my cell phone, but that doesn't help me much on the computer.

Suggestions?

 

We use "photo scape " free download and has lots of good editing options

A quick poll of my web monkeys indicated Gimp (http://www.gimp.org/) was a good option.

 

If in a pinch...Microsoft Paint...and yes I hate MS, lol.

Cool. I just put the GIMP on here and now playing around with it. I really only needed stickers to put over nipples but can't complain with GIMP so far! LOL
