Yes, I smoked cigars outside with no problems. If I was near someone I would ask if it brothered them. I only had one couple indicate they did not want me to next to them. I just walked over about 10 feet and smoked it there. Funny thing, after that, we always spoke to each other the rest of the trip. Note: You will be asked if you have any tobacco products in customs. We said yes and our luggage was checked. It was a bummer, but I did not want to lie and get busted in Mexico. Have fun and stay safe
