Anyone interested in possible rewards could keep an eye on the FBI's most wanted list, and the "drug kingpins" list. There are some hefty rewards for info leading to capture, in some cases. Just recognizing someone who frequents a restaurant and bar, then contacting the agencies with information about who's been spotted, and where, could result in an arrest. It seems most of these types are hiding "in plain sight". I remember the case of the man working at the airport, and the drug kingpin who was killed having a meal in a restaurant at the Plaza across from Malecon Cancun, for example. My next door neighbor was wanted by Interpol, a fact unknown to me until his arrest.
