I could be wrong, but if you are planning to socialize with people at TTR while staying next door, I believe you will be very disappointed. Of course, TTR is all inclusive and requires the purchase of a day pass to enter and I believe Cancun Bay is the same. That would mean that you could hear all of the good times next door, but couldn't participate. That could be torture because I understand that that place is quite boring.

Like I said, I could be wrong about Cancun Bay's visitor policy, but you might want to consider that.
