FYI - the Mexico customs limit is 10 packs of cigarettes, 25 cigars, or 200grams of tobacco I've attached a PDF of the current Mexican Customs form that you fill out when entering Mexico for your reference - the limits for both alcohol and tobacco on what you can bring in are listed on this form
