Nah at the 3L limit, or below per person, you don't put anything on the form. The same goes for 10 packs of smokes or less. But if you go over, and get caught, be prepared to get raped in taxes.
They already know what's in your bags so why try to hide shit?! We have stayed honest and fair through trips, declared everything we bring and never had an issue. Even when coming back with a few open bottles over the limit, telling them they were half or more empty and telling them "about how much" we were over....they knew, and let us through with a smile. Maybe it's in the face or in attitude, but since they go through your stuff before you show up at the gate, IMO, if you don't look like you want to screw them, you should be good... now that's our experiene! Don't sue if you it goes the other way!!
All bags are ex-rayed before being put on the plane , Mexico has cheaper booze , lots of drugs , and Cig , I think they finally realize this and are expediting the process from ''Trusted"" countries .,, After getting passport stamped we basically walked out of the airport.
