Yeah they said that second level area was purely going to be decorative space, and you weren't ever going to be able to be out there (which seemed off cause the door leading to it was large) I guess the weird thing about it is that if you were on the lower two floors, then people would literally be hanging out right outside your balcony. Maybe they will just have it be a quiet area you can take pictures at for special events and fancy shit like that. I also thought it looked mini golf-ish. Hahaha.
