Steve beat me to it. But, here's my 2 cents ....

A hotel is not a public place, but a private establishment. The beach, where "non-guests" could walk by would be more so considered a "public area".

Where I work for example, there are bars, clubs, etc. If they want to have strippers, hookahs, etc. that would be a no-no, based on current code enforcement/village rules, etc.

TTR on the other hand, is advertised as an Adults Only, topless optional resort. Thus, I'm sure they have "permission"/licenses to operate in such a manner.

Jamie, that's the most cogent explanation I've ever received on the difference between daytime TTR and nighttime TTR. That makes total sense, too, the outside code issues of enforcement and how it works in Mexico. Mexico IS different than the states. Yes, I am quoting Captain Obvious here, but obviously I'd not paid attention earlier.

I will continue to be pleased with the sometimes appearance of the glory that is female breasts from time to time, often upon request, sometimes spontaneously, at the new Bash!

However, I will continue to be confused by ladies who get all shy about their gloriously-formed Humps at the party time place at night, after wearing a postage stamp front and string back back bikini! *insert appropriate confused expression emoji here*

And like you, I never understand why some TTR folks are always trying to turn what my wife and I consider the perfect adult "tease" party, into something else. The "almost, but not quite" atmosphere is what we really like about TTR.
Like you said, want full nudity, or sex in the open? Go to a resort that allows that. Leave TTR alone.

 

I agree with the comments that it shouldn't be turned into another Desire, but I don't get the argument that you can't be topless on the grounds. It's not a public place that people can walk into, so the "bar" argument doesn't hold much water.

I believe technically, you can't be topless on the beach, so that's where the "wink and nod" would come in, but why would that matter inside the resort? Why is Desire allowed to be nude, far enough away from the city?

 

I know there is a "public indecency" and "immorality" law on the books, but dont think there is a "topless" law.

I think it is so subjective due to the millions of Europeans that vacation up and down the Riviera Maya. To them, sunbathing topless is a non issue.

Maybe its just up to each resort to "LOOSELY" enforce it. Personally, we've never had a problem at TTR with it. Wellllll, there was this one time in the sports pool at 2am. hahaha

 

We too really enjoy the ALMOST but not quite atmosphere!!! Leaves a little to the imagination.

 

I've always been told by staff and locals providing services that toplessness is legal on all beaches in Mexico, however nudity on those same beaches is prohibited.

But.... lots of people have been anked even at TTR's beach and the worse thing that I know of happening ios the sec-guard guy comes by and waves to the bottoms to go back on. *shrug* No big deal to them, apparently, as long as folks comply.

Never been around when someone refused to do so, however. That might go badly.

 

We too find the tease of lingerie night more appealing than the open exposure.
