Don't forget fellow veterans like us may benefit from re-initiation!! On the theme ideas, agree with Guido & Blondie that most people will be wearing very little most of the time so don't want to go overboard (pun intended). However, last year loads of us wore orange swimsuits, shorts, hats, t-shirts, etc. It looked pretty cool when we all filed off the boat for lunch - like a convention of Buddhist monks (although that's where the similarity ended!). Other options perhaps - Neon, funky coloured wigs, Hawaiian (skirts & leis).
One cruise last year we did a jungle theme, I wore ladies jungle style leggings cut into shorts, also people had body paint and other accessories other then actually clothing. By the end everyone was naked anyway, but did look cool walking by the sexy pool towards the boat, while everyone wishing they could come with us.
