Yeah I have seen a few drunk persons that go fully under with their drink, drink goes under, and they continue to drink it no problem. Maybe they are drinking the house vodka, so they can't really tell the difference.

No, you have got it wrong. You put the letters on the cup, then you put colorful glitter nail polish on your own fingernails. Use those fingernails to hold the cup with the letters on it, and then they will be waterproof.
