Yes. Your absolutely correct. However I'm sure the staff would hassle and reprimand her/us if she simply walked out like that without any bottoms. Essentially it is a shirt with no bottoms... Like the pic im about to post... I'm sure security would have an issue with this... Wouldn't you all agree? Lol trust me we have no problems with Nudity at ALL. it would be the resort that would have the issue. We are just trying to have as much fun as possible without the Resort police on our ass.
