I've never been at TTR in all 8 times and had any female approached, ever, about showing too much skin at night unless she was actually all the way naked and the state wasn't "transient," ala changing into a friend's dress, costume, etc., out in the open. Really. No clue why, if there's some policy there, it's not enforced anything close to evenly.

Last feb a lady was told to cover up after takeing her top off. Dont think the hotels too keen on nakedness in patty'os
We were there in October last year and a few of the ladies decided to go topless in Paty O after lingerie night. Only lasted about a half hour and security made them cover up with pasties! Glad I had brought plenty of extras to share too!
A bunch of girls in September wore pasties on cowboy night, also we had a few in lace, very sheer, dresses and fishnet dresses on other nights as well. No one said a word. Only saw one girl spoken to by the bartenders because she was naked from skinny dipping in the sports pool. Lol
No problems last May when we were there. On white night my wife wore a very see though lace dress and pasties. About half way though the night the pasties came off (with a little help).
Nobody gave me any issues when I wore pasties in september at Paty O's on lingerie night... I actually got lots of compliments on them...
