Your best bet would be by the airport, cupids boutique. Its a toy store but they have a lot of outfits and accessories. If you are right downtown you will want to check out the Stag Shop. It's right on yonge street across from the Eaton Centre.
I was going to say Stag Shop has a lot of costumes right now...for ladies clubbing in Tdot pretty much any mall as clothing that has less fabric than my boxers...not that I'm complaining...
