From one tbrown to another, lol, and I have a lot of experience on this subject...... You need to go to a usda certified vet and have an evaluation done. The dog must be up on its shots like rabies, distemper, kennel cough and so on. Also must be microchipped and on anti parasite and flea/tick meds regularly. The doctor will put this all on the mexican required form from the USDA. Plus the vet needs to write a letter, a health cert that they have examined the dog and the dog is in good health. All this needs to be done within the week you are to arrive in mexico. I do it two days before travel as it used to have to be done within three days. Let me know if you need anything more!!!!
microchip is not required for mexico, just the certificate of health bu a certified vet wit the professional card copy of vet , pet passport with vaccines thats it. NOT REQUIRED TO MICROCHIP
It was required for me and for all my friends that brought their dogs in as well. And who wouldn't chip their pets anyway? So many have been returned because of it.
Have a friend at the airport whom deals with this on a daily basis. She works for Amerijet(American Airlines etc.) and handles both live cargo(pets) as well as other shipping items, to and from US and Mexico. She has 2 custom brokers at hand. Seems the micro-chipping is not a requirement per law, but HIGHLY recommended. I think its correct that vets in the US/Canada pushes for it though. I send dogs/cats to both US and Canada on a weekly basis(animal rescue) and we also receive some, and in 5 years Ive never been asked about chipping as part of legal requirements. But, obviously its better to have and supply more stuff than Aduanua(Mex customs) asks for. The more paperwork to show for, the better. This way, they are also less likely to cause any problems for you when entering.
I'd like to share our last three experiences bringing our two pups to Cancun. First, it seems that the "Official Website" has just recently been updated. Surprise, surprise but it hadn't been when I checked just this April 10 before our most recent trip down on the 12Th. When traveling to Mexico with your pet Mascotas de origen EU y Canadá When we came down in October 2011, we had the same form signed by our Vet at home as we had had on three (3) previous trips down. This included a fecal flotation with a note on the form specifying that the animals were free of both internal and external parasites. This had been relayed to us as necessary after our first visit. Also shown on the form were the dates for the last six (6) months of treatments for both Frontline Plus and HeartGard Plus for each pup. Well, the Agent on duty decided that in addition to our Vet's signature, we should have the form signed by a USDA Vet! After going back and forth, I asked to see it on the Website and at that time there was nothing saying it was necessary so after an hour, he gave us the OK. Next visit was in January 2012. Ah, the Agents were ones that recognized us and the dogs, calling them by name. This time we had the USDA Vet's signature (who BTW said it wasn't necessary) at an additional cost of $40 USD plus an hour and a half of travel time to get it... Guess what? These agents told us the USDA thing wasn't necessary... Good! Now we come to this trip this week. All the same info on the form as usual but no USDA signature and stamp since told in January it wasn't needed.... Different agent..... now need the USDA signature again but he couldn't show it to me on the WebSite on April 12!!! After an hour, he called a 'Vet' who for $50 USD signed some papers but never once physically checked either pup. Scam or just ill informed agents? A royal pain for sure. This is what I recommend and what we'll do the next time: 1) Print out copies of the information from both of the links above and bring them with you for proof that you've followed their requirements/directions. 2) Skip the official APHIS FORM 7001 and simply have your Vet provide all the information on plain letterhead with license #. Keep the original for Mexico and make copies for yourself, Mexico and the airline. I make a copy for any intermediary plane changes too just in case. Our pups are NOT micro-chipped yet.

No one seems to be able to produce this new rule but the OP was refunded their pet cabin fee by United. My DH has called US Airways both in the States and here at the airport and no one at either place knew anything about it. There's nothing on the official Mexican Website either. (links in my post above.) I can't imagine why Mexico would impose such a rule with its 'retirement population' coming and going, makes no sense to me. I think United is BSing people. One of the TA posters contacted a group called YES, Yucatan Ex-pat Services who also said it was basically BS.

CancunMole: Bad news! Seems the up and coming ban IS true. Its some schmuck in Mexico who decided that all and any pets(service dogs excepted) are banned from traveling within the borders of this country. My friend at the airport said that the order comes from the highest dude in "XXX"(forgot the name of the organization - will ask her next time). Apparently its something like: "All and any planes entering Mexico will be banned from allowing pets in the cabin". God damn idiots... Im still hoping it will be turned over, but this guy seems to have his mind set on disrupting a fairly large clientele.
