Ocean would be a bad choice. Any pool that isn't too crowded or even a large hot tub. It is easier to float in warmer water.
Not really, there were a few people topless on the beach but thats about it. There is a strip there that has all the stores, bars, and restaurants that are aimed at tourists. Its not as large as cancun but the restaurants are delicious!
You'll find the night life in Playa much less intense when compared to Cancun (although still fun.) The action is focused on 12th Street between 10th Avenue and 1st Avenue. There's a variety of clubs (Coco Bongo, Club Dubai, etc.) and bars (Coco Maya, Blue Parrot, etc.) with a few literally on the sand. Like Cancun, many places are open until 6 a.m. There's a high percentage of European tourists in Playa, so at almost any stretch of the public beach you'll find women sans tops. This is technically not legal, but I've never seen anyone reprimanded for it, even with police nearby.

BC... I managed to get so drunk that on St Paddys day I walked up to some chick at the Irish bar and just grinded on her for like 2 seconds then popped a nipple out and sucked... everyone around me was cheering, one of three things i remember that night hahahaha
