Exactly. I remember this exact scenario playing out in the northeast US when they began to roll out Internet over cable. It is an infrastructure problem. But with the possible introduction of fiber-into-the-home technology (based on purchases of equipment and fiber by Telmex and Cablemas) it may not be prudent (from Cablemas's perspective) to invest further into vanilla cable.
